This one is a gloss cover. The first 2 weren’t.

OK, talked to Jetpack and the different cover stock for #25 was not intended. There was a mix up or misunderstanding somewhere along the line and, by the time it was recognized, it was already done.

No, it wasn’t realized until the boxes were opened at Jetpack. Much too late (and expensive) in the game to reprint.
What was the prototype cover going to be?
I’m not sure…I never heard what the plan was. I’d bet they didn’t even know what it was going to be when solicited. Then, when Eastman got so busy he just didn’t have time for an incentive cover.
